Potomac Pedalers Policy Against Harassment

Potomac Pedalers does not tolerate harassment of any kind, including harassment on the basis of age, sex, race, color, national origin, sexual orientation, disability or religion.  One of the primary purposes of Potomac Pedalers is to “sponsor and to promote bicycling events, tours, races, and other bicycling activities, for members as well as for the general public, that will develop physically fit, resourceful, self-reliant, well-informed citizens of all ages.”  (Potomac Pedalars Bylaws, Art. II, Sec. 1). Harassment of Potomac Pedalers members or members of the general public during Potomac Pedalers rides and/or events interferes with that purpose. 

Because sexual harassment is less understood, it is described in detail herein, but harassment on the basis of any protected classification is equally prohibited by this policy.

Sexual Harassment

Sexual harassment is:
  • Unwelcome sexual advances;
  • Unwelcome requests to engage in sexual conduct; and
  • Unwelcome verbal or physical conduct of a sexual nature when:
such conduct has the purpose or effect of creating an intimidating, hostile or offensive environment.

Sexual harassment may include intentional physical conduct that is sexual in nature, such as touching, pinching, patting; non-physical conduct, such as staring in a suggestive manner; sexually-oriented gestures, noises, remarks, jokes, or comments about a person’s sexuality, sexual experience, or appearance; and displaying pictures, posters, calendars, graffiti, objects, reading materials, or other materials that are sexually suggestive, sexually demeaning, or pornographic.  

Potomac Pedalers Response to Harassment

Anyone in charge of or in a leadership role during any Potomac Pedalers event, including but not limited to all Potomac Pedalers rides, is expected to provide a welcoming and safe environment for all participants.  Anyone in charge of or in a leadership role during any Potomac Pedalers event who witnesses harassment is expected to intervene and make clear that harassment is not tolerated during any Potomac Pedalers event.  

Potomac Pedalers Harassment Complaint Procedure

Any Potomac Pedalers member or member of the public who feels that he or she has been harassed by any Potomac Pedalers member during a Potomac Pedalers ride or other event may raise the issue with a ride or event leader or with any member of the Potomac Pedalers Executive Committee.  If the issue is raised with a ride or event leader who is not also a member of the Potomac Pedalers Executive Committee, the ride or event leader is expected to contact the Potomac Pedalers Chairman, Chairman-Elect, or any other member of the Executive Committee.  

The Potomac Pedalers Chairman, Chairman-Elect, or his or her designee shall promptly investigate the complaint by talking to the complainant, the member alleged to have engaged in harassment, and any alleged witnesses to the harassment and determine whether harassment occurred.  The investigator, when talking to the complainant, should, among other things, ask what responsive action the complainant desires.  If the investigator determines that harassment did not occur either because the alleged conduct did not occur at all or the conduct did not rise to the level of harassment, the complainant and the alleged harassing member shall be advised of the outcome of the investigation.  If the investigator determines that harassment did occur, both the complainant and the harasser shall be so advised.  Depending on the circumstances, including the nature and severity of the harassment, the Potomac Pedalers Chairman, in consultation with the Potomac Pedalers Chairman-Elect, may determine whether informally admonishing the harasser and/or an apology from the harasser to the complainant is sufficient to address the alleged harassment.  If the Potomac Pedalers Chairman, in consultation with the Potomac Pedalers Chairman-Elect, determines that more severe action, which may include a suspension or termination of membership rights, is warranted in response to harassment, the issue shall be brought before the Potomac Pedalers Executive Committee for a determination of what action should be taken.  Article III, Section 2 of the Potomac Pedalers Bylaws provides: “Membership shall be limited to persons interested in bicycling and supportive of the purpose(s) of the Club.”  Engaging in harassment is not supportive of the purpose(s) of the Club, and the Potomac Pedalers Executive Committee therefore may deny or terminate membership to anyone who engages in harassment during Potomac Pedalers rides and/or other events.
